A BA should also document the rationale for the prioritization and communicate any changes to the relevant stakeholders. In this scenario, the BA should update the priority of the five requirements that are now mandatory due to new government regulations, and record the reason for doing so. This way, the BA can ensure that the requirements reflect the current business needs and comply with the external constraints.
