The problem arises because the service policy is applied as an output policy (service-policy output PM-COPP) on the control plane. CoPP (Control Plane Policing) operates on the input direction of traffic directed toward the router CPU. Therefore, the policy must be applied as an input policy (service-policy input PM-COPP). Additionally, separate access lists should be used for routing protocol traffic and management traffic, as defined in the updated configuration. Steps in this solution: 1. Remove the current access-list 100and define separate access lists for routing (access-list 100) and management traffic (access-list 101). 1. Modify the class map CM-MGMTto match access-list 101. 2. Change the application of the policy map PM-COPPto the input direction on the control plane.
