The Assignment Group attribute on the CI provides the operational routing information needed to direct work to the responsible technical team. When the affected CI is associated with the change, governed group information from the CMDB can be used to populate or determine the appropriate assignment group, reducing manual routing and preventing the change from being assigned incorrectly.
The Approval Group serves a different purpose: it identifies a group responsible for approval decisions rather than the team that performs the work. A Service Offering can provide service, environment, entitlement, or consumption context, but it does not by itself identify the resolver group for this question. Service Subscriptions identify service consumers and are not task-assignment mechanisms.
A trusted CMDB therefore improves Change Management by supplying accurate ownership and group information, enabling dynamic routing and clearer accountability.
